Rhode Island General Law Title 4, Chapter 13 governs dogs statewide. The law defines dog owners and keepers as responsible for their animals’ conduct and establishes the framework for liability when a dog causes injury. At the foundation of this framework is Rhode Island General Law 4-13-16, the state’s strict liability dog bite statute, which holds owners responsible for bites and attacks regardless of prior knowledge of the dog’s aggression.
Dogs Running at Large
Rhode Island law prohibits dogs from running at large, meaning roaming freely off the owner’s property without supervision or restraint. A dog that is off-leash in a public place, or that has escaped from a yard or home, is considered “at large” and the owner is responsible for any injury the dog causes while unrestrained.

Each of Rhode Island’s major cities maintains its own animal control ordinance with leash requirements that generally mirror or exceed state law. In most municipalities, a dog in a public place must be restrained on a leash no longer than six feet unless in a designated off-leash area such as a dog park.
